Capers are pickled flower buds (capparis spinosa). Green, black, and white peppercorns are all the berries of the pepper plant (piper nigrum). Black peppercorns are the dried, ripe berries. White peppercorns are like black ones but with the outer shell removed. They have a milder flavor. Green peppercorns are the unripe berries, which are either freeze-dried or preserved in brine.
If the recipe calls specifically for pickled green peppercorns, capers would be a reasonable substitute (for the tangy, briny flavor and similar texture). I'm guessing, though, that it wants dried green peppercorns, which have a very similar texture and flavor profile to black peppercorns. When in doubt, substitue peppercorns for peppercorns. Most types of peppercorns are practically interchangeable in recipes.

As previously stated capers are not the same as green peppercorns. Green Peppercorns come either pickled in brine or dried. The type you want to use depends of course on what your recipe calls for. Brained peppercorns can often be found in oriental grocers and both brined and died are available at specialty food shops. If these type of shops do not exist in your community then go to yahoo shopping and type in green peppercorns. They are available from many online companies

No, capers are not in the pepper family. They are usually sold pickled. Just use black peppercorns.

Not at all. Capers arent spicy. They are usually steeped in vinegar. I'd use a different peppercorn as a substitute...like black or white. Probably not red...too spicy.

No. Capers are brine cured and peppercorns are dry. They aren't interchangeable.

capers are juniper berries, that are in a brine, and green peppercorns are young peppercorns that have not been dried, and thus have that green outer shell.
