No, you can't substitute granulated sugar for condensed milk.

How come no one knows how to use the verb "to substitute" any more? You have it backwards. If your recipe is calling for sweetened condensed milk and you use granulated sugar instead, you would be substituting granulated sugar for sweetened condensed milk. And no, you can't do a straight substitution. There are recipes for substitutes for sweetened condensed milk which you can find online. Whether they work as well as the canned product, I have no idea. I haven't used any of them.

condensed milk is not only sugar but it is also milk which has been cooked down so it is less liquid and mostly milk solids. This is a recipe if you want to make your own condensed milk:
SUBSTITUTE FOR EAGLE BRAND SWEETENED
CONDENSED MILK
1 c. + 2 tbsp. dry milk
1/2 c. warm water
3/4 c. sugar
Mix together and let stand for a few minutes. Equals 14 ounce can.
