What is the difference between a Vienna baguette and a typical French baguette? Is a Vienna baguette similar to a Kaiser roll, as the ingredients seem similar?

French baguette is made of French bread dough and is crusty on the outside, tender on the inside.

Vienna bread and baguettes is more tender outside with a softer crust.

Most bread has the same or similar ingredients but how it is handled and baked makes a lot of difference.

At the bakery I work at, French baguette dough is baked live, meaning it is made, shaped and raised that day. Vienna bread is made and "retarded" in the cooler to slow raise and formed, raised and baked the next morning. That difference along can change the flavor and texture of bread.
