Based on other answers, I may not have a full understanding of the question. Are these new, plastic, airtight containers? If so, I don't see a problem with putting human food in them. Just because they're labeled "pet food container" doesn't mean you have to put only dry pet food in them. It's just a suggested use for the design of the the container. I would say, however, that you should limit the storage to only dry goods.

Walmart DOES have big Rubbermaid tubs & bins with locking tops. I use them to store things in the garage. You could always put a big trash bag in there as a liner and close it at the top too..... That would be cheaper than anything at the Container Store or a specialty store

Tupperware DID make the containers you are referring to. I have some!
But, they are not offered as you said.
The Container Store (as the contributer said above) has commercial use storage containers just for what you are needing!
